The Appointment that Raised Eyebrows
Stephen Dunshea, former CEO of Shoalhaven City Council, was recently appointed as interim CEO of SMRC for a six-month term. But this decision has left many in the community scratching their heads. As Ken Barr, a Shaolhaven resident put it:
"This man, in my opinion, has more moves than a Swiss Watch… Watch out for nepotism—that's how Dunshea rolls!"
The question many are asking is: why Stephen Dunshea? With qualified local candidates who understand the needs and nuances of our community, why bring in someone from outside with such a controversial track record?
A post from Gina Suthern summed up community sentiment:
"Why would Snowy Monaro Council employ this fella? Don’t they look at prior employers or ring around and get an opinion on him?"
But here’s the twist—Andrew Thaler revealed a critical detail:
"True story here Gina: councillors were told in the written business-paper discussion of recruiting an interim CEO that councillors WERE NOT to do their own research."
Let that sink in. Councillors were explicitly directed not to investigate Dunshea before voting on his appointment.
A Ministerial Plant?
Speculation is rife that Dunshea’s appointment may not be as straightforward as it seems. Some community members believe he was brought in to oversee the council being put into administration. Ahn Jt raised this question:
"Why would a council already in huge debt possibly want a retired CEO who left his original council in double the debt we already had?"
And Maryvonne Norman, another Shaolhaven resident, highlighted the timing of his departure from Shoalhaven City Council wrote:
"He conveniently left just before the elections! We have the right to know what or who caused this mess."
Could Dunshea be a ministerial plant, sent to steer this council into administration? It’s a theory gaining traction, and the lack of transparency surrounding his appointment only fuels these suspicions.
Shoalhaven’s Shadow
Let’s not overlook Dunshea’s track record at Shoalhaven City Council. Under his leadership, Shoalhaven reportedly faced substantial financial difficulties, with allegations suggesting he played a significant role in the council’s debt soaring to $193 million. Peter Harris noted:
"Dunshea announced his retirement in September 2023, saying it was time to take stock and focus on his health. Twelve months later, he’s employed by SMRC!"
Ken Barr provided more damning details:
"He is on record as agreeing that a rate rebate to residents during COVID cost $17 million when in fact it cost $6.3 million!"
Shoalhaven residents have been especially vocal. One social media group, "Eye on Shoalhaven Council," has seen posts questioning his financial credentials and accountability.
Who’s Responsible?
So, who brought Dunshea to SMRC? The council resolution tells the story. Much love and appreciation to Sarah Dewar for bringing up the motion. Mayor Hanna and Councillor Davis moved and seconded the motion to appoint him. Those who voted in favor included:

Councillor Summers
Meanwhile, Councillors Elliott, Stewart, Thaler, and Williamson voted against the appointment. Let’s take a moment to recognize those councillors who stood up for fiscal responsibility and transparency, and especially those who didn't.
The Community Speaks
We’ve seen an outpouring of frustration from the community. Nadia Blattman articulated it well:
"The community shares a legitimate interest in understanding the motivations and circumstances surrounding this transition. The original post has echoed legitimate concerns expressed in the media."
Jacqui Burke added:
"Come on Snowies! Stand up and be counted! Your region is worth saving from these uncaring, power seeking, duplicitous people!"
